Rose
Coughlin founded Focused Resources in 1997 in response to the desire to apply a 'Dream
Team' approach (specialized expertise) to challenges impacting operational efficiencies, human health and the environment. Between 1985 and 1997, Rose worked as an employee within an international oil company, a
California State water-quality agency, and two international consulting firms conducting root-cause
type analyses for "environment
and safety incidents and accidents". She quickly realized the traditional
"environmental assessment and remediation" practices are only a very small fraction of the
larger incident-and-accident prevention, risk-management field. To
assist her employers, colleagues and clients in operations, strategic, and tactical management, Rose focused her energies on incorporating traditionally deemed
"health, environment and safety" practices (to reduce incidents) into
the day-to-day line operations. Rose assisted in developing
enterprise-wide procedures that were later incorporated into industry standards
such as Behavior-based Safety, Loss Prevention System, TapRoot (root-cause
analysis tool), Management System Assessments, ISO 14001, Process Safety
Management, Reliability Engineering, Facility-Self Assessments, international Information Management and international
Leak Prevention programs.
Rose has 32 years of experience in research, auditing/inspection, investigation/assessment
and remediation/mitigation, data management and compliance program
development/implementation, specializing in the health, environment and safety operations
of the oil, gas, energy and chemical industries. Her research and evaluations
are most often used to increase operational efficiencies, for claims/litigation
support, for due diligence in mergers and acquisitions/real estate transfers,
and for the formal/certified response to information requests filed to other
third parties. Third parties may include federal, state and local agencies, insurance companies, predecessor or successor property owners, and responsible party groups in proceedings that may include operational permitting/monitoring, regulatory and/or legal compliance.
Rose's Bachelor of Sciences degree in Geological Sciences (1986), from San
Diego State University, was 100% self funded.Throughout her career Rose has also received (and taught) specialized training in
Hazardous Waste Operations [HAZWOPER], Resource Conservation and Recovery Act
(RCRA) compliance, legal procedure, tank operations, refinery operations,
